KINGSLAND - The Kingsland Water Supply Corp. board of directors said Thursday they will offer the general manager position to Earl Foster.

Foster is a former Kingsland Municipal Utilities District operator, as well as a former supervisor for the Lakeway Municipal Utility District in Lakeway.

The board made the announcement after emerging from an hourlong executive session.

If Foster accepts the position, he will succeed Bill Fry, the KWSC interim general manager.

“I know Earl, he’s a fine fellow,” said Fry. “I’m here to serve the board of directors and their decisions.”

Fry became the KWSC interim general manager during late 2006, after the board dismissed Tommy Collier. Upon Collier’s departure, board members contracted with Severn Trent Services to secure Fry as interim general manager.

Board member Ben Bearden made the motion to offer the general manager position to Foster. After voting, Bearden said Foster had been recommended for the position by Charles Ingram, the former Kingsland Municipal Utilities District general manager.

“He is a well-spoken-of, sincere individual,” Bearden said of Foster.

Also after the executive session, the board gave Secretary-Treasurer J. Preston Mason permission to meet Lower Colorado River Authority officials to discuss the Bridgepoint subdivision.

“I don’t know if there’s a problem, I don’t know if there’s an issue,” Mason said. “I don’t really want to comment about it at this point.”

KWCS provides “bulk water through a meter” to Bridgepoint, Fry said.

During open session, the board awarded a contract for more than $996,000 to Nelson Lewis Inc. to supply water to the Lookout Mountain West subdivision project near RR 1431.

At least 78 lots have been carved out for the subdivision, and more will be developed during the future, Fry said.

The board also directed Tony Plumlee from Willis Environmental Engineering to negotiate with Nelson Lewis for a lower figure with change orders.

“We have no idea what that number will be,” Fry said.

Joint resolution approved

Also during open session, the board approved a joint resolution with KMUD for an early release from land leased to KWSC by KMUD. The corporation leased the land from the utility for a water tower until last October, when heavy winds toppled the tower.

Since the tower was damaged and deemed irreplaceable, KWSC no longer needs the land, officials said.

KMUD officials approved the resolution during their meeting Monday.
